Last night in the State of the Union address, President Obama stated that “the only way to tackle our deficit is to cut excessive spending wherever we find it—in domestic spending, defense spending, health care spending, and spending through tax breaks and loopholes. This means further reducing health care costs, including programs like Medicare and Medicaid, which are the single biggest contributor to our long-term deficit. Health insurance reform will slow these rising costs.”


Is it possible that the President has already forgotten that the health care law included a massive expansion of the broken Medicaid entitlement? According to projected national health expenditures from the Office of the Actuary at the Centers for Medicare and Medicaid Services (CMS), Medicaid spending in 2019 will be $896.2 billion. Without the health care law, CMS projects that the amount would have been $802.4 billion.


This means that the President’s health care law will increase Medicaid spending by 12 percent or about $100 billion annually. The extra spending comes from the additional 18 million or so individuals—mostly non-disabled and non-elderly adults without children—who will now have taxpayers paying their health care bills through the Medicaid program.


Two central components of the law expand eligibility to the government-run Medicaid program and offer costly subsidies to an estimated 20 million individuals to purchase health insurance. With an increasing amount of health care subsidization, taxes will increase, but so will the demand for health care services. This problem is exacerbated because there is very limited out-of-pocket payment for Medicaid. The subsidies and the increased third-party payment will cause health spending to grow, not slow.


Medicaid is a broken program for many reasons. First, national spending on Medicaid has more than quintupled over the past two decades, and about 16 percent of the population is currently enrolled. A primary reason state budgets are out of whack is this explosive Medicaid growth and states’ responsibility to finance a portion of its programs costs.


Despite the massive increase in spending, many physicians fail to participate in the program because of low payment rates and a frustrating amount of paperwork. This causes many Medicaid beneficiaries to receive basic care services in the emergency room.


There is evidence that Medicaid provides beneficiaries with a low quality of care. A recent study from the University of Virginia found that Medicaid patients have worse surgical outcomes than individuals without insurance, even controlling for a multitude of personal characteristics.


Instead of doubling down on Medicaid and its existing structure, Washington should consider major structural reform for this troubled program. To start, the open-ended federal reimbursement of state Medicaid spending, which creates perverse incentives for states to grow their programs unsustainably, must be reformed. Then, taxpayer-financed assistance should be targeted to truly deserving individuals using market-based principles that better align incentives of providers, recipients, states, and taxpayers. This is the path to put Medicaid spending on a more sustainable course.


The President should re-read his law if he believes its passage either improved Medicaid for those on it or reduced Medicaid spending growth.

In my senior year I made a drastic decision, dropping out of my double major of Journalism and Writing Intensive English, quitting my job on the school newspaper, and deciding to not go to grad school the next fall. I needed something different. Something that made me excited, instead of making me dread the next step in my life.


My parents were less than thrilled with my decision. I had such a promising path! How could I just give up on everything I’ve worked for?! Like everyone else in my family, they didn’t understand why I started applying for Teach for America and researching programs for teaching English overseas.  They were constantly questioning me (“What are you going to do once you graduate?” and “What are you going to be when you grow up?”) but I honestly had no idea and I didn’t want to jump into a graduate program and spend all that time and money when I couldn’t answer those most basic questions.


So I researched. And researched some more. And along the way, I started reading blogs about volunteering after college and found myself intrigued. Volunteering was something I did infrequently in college and when I did, it was either for a class I was taking or part of my job. So I took the plunge and became an AmeriCorps*VISTA when I graduated in May.


I had a cousin who did AmeriCorps*VISTA several years ago and he suggested that I look into it.  When I started my research I felt a connection to what VISTA stands for: Volunteers In Service To America.  VISTAs are different from other volunteers because we work the administration side of different nonprofits or government agencies that fight against poverty. In return for our work, we do not receive an income but a living stipend (which ironically puts us on the same level of those we serve: poverty).


While making the decision and joining VISTA was easy, it was deciding on where I would serve to be the problem. Would I stay in Milwaukee and be around my friends and the boyfriend I had? Or would I do the smarter decision and move in with my parents and save money? The flip side of moving in with my parents involved me having to move across the country to New Hampshire, a state in which I knew no one and had no friends. I knew I would only be making a very, very small amount of money and I knew I couldn’t afford the rent and utilities in Milwaukee, so I moved in with my parents. Now here, I’m working at both a private school with a huge emphasis on volunteering and a nonprofit that helps keeps students in the public school system on track for college.


But while my experience is very focused on the work that I do, it’s so much more. My placement is part of an umbrella program, so I am connected with other VISTAs in the area. Over the past months I have gotten to know quite a few of them and we’ve become good friends. We have a lot in common off the bat, they know what I’m going through on a daily basis and they’re generally wonderful people. So much so that when my relationship ended (the distance due to my move was just too much) and I missed my friends from college, my new VISTA friends were there for me and got me back on track.


As for the day to day, it differs; I can be busy working on activities for tutoring or meeting with students. Some days I sit at my desk and just work on a database, calling nonprofits about their volunteer opportunities. And, like any job, there are days that I just sit and dink around online.


Moving away from where I had lived for four years was really hard. Losing my relationship in the first couple months was harder, and not having my girlfriends around made it worse. But the friends I have made through VISTA are some of the greatest people I have ever met. We have been put in a situation where we make little to no money and are sometimes doing very tedious work.  We make the most of it and with these friends I am doing so much more with my life than I would have if I had stayed in Milwaukee on my original path. I may have had to make some sacrifices and I may be about as far off the beaten career path as humanly possible, but I love what I do and I feel good doing it.


It’s all even made me reevaluate what I want for my life and figure out just where I want to be when this whole thing is over. Will I continue working in nonprofits? Maybe. Continue on to grad school and get a Masters in Education? Possibly. Follow my dream of seeing the world and teaching abroad? Most definitely.


Being an AmeriCorps*VISTA has pushed me out of my comfort zone and changed who I am for the better.  For all of you college seniors who are unsure of where you want to be next year, I seriously recommend looking into giving back. (Editor’s Note: And here are a few more reasons why!) I know that this is where I am supposed to be for a year and I am so grateful to have the opportunity to find my passion and give back to those who aren’t as fortunate as I have been.

Making Money Web


We’ve been promised for a while now that our phones will become our personal assistants. Executives from Cambridge, Mass.-based Vlingo sat down with me this week to talk about how they’ve delivered on that promise — and started turning it into real revenue.


It seems like all the big guys are trying to get into this business. The incentive, as a Googler put it when the company launched a similar service last year, is that voice is much more natural than typing as a way to interact with your phone. Apple, meanwhile, showed its interest by acquiring a startup called Siri. And Microsoft included voice commands on Windows Phone 7.


The difference, according to Vlingo’s vice president of business Hadley Harris, is that the startup has built all its basic technology, including speech recognition (something that Siri outsourced) and the “intent engine” that allows the app to translate your words into actions that it understands. Vlingo is working with other companies to integrate a wide range of apps into the system, so that you can use your voice to buy a plane ticket off travel site Kayak or check your updates on Facebook.


Vlingo has been downloaded 7 million times, Harris said. BlackBerry users represent most of those downloads, since that’s the phone that Vlingo focused on first, but iPhone and especially Android are catching up. The company’s strategy is to release new features on Android first, then port them to other phones as resources and technology allow.


The app is free, so Vlingo makes money through advertising and revenue sharing with its partners. Specifically, Harris told me it currently earns $7.74 for every 1,000 Web searches, $49 for every 1,000 local searches, and $24 for every 1,000 “other” monetizable actions, such as a ticket purchase on Kayak. With users performing an average of 30 actions every month, Harris said Vlingo is making about 14 cents per user per month.


That might seem a little low, Harris acknowledged, but the plan is to dramatically increase both the number of users and the number of actions over the next year. Most promisingly, he said Vlingo has made deals with a number of Android handset manufacturers who don’t want to direct all of their usage to Google services. (He said it’s too early to reveal who the manufacturers are.) Not only will that put Vlingo on more phones, it will also make the application more prominent on those phones by turning it into the default app whenever you want to use voice commands.

Failed banks can be a huge source of new contracts for smaller foreclosure cleanup businesses.

In my meeting with an FDIC executive a few weeks back, I was urged to make direct contact with failed banks for foreclosure cleanup work in my geographic area. Apparently, many of the "acquiring institutions" (banks that ultimately takeover a failed bank's assets) are simply overwhelmed.

The FDIC is the receiver of these failed banks, but they are ultimately acquired by other banks because everyday banking business must continue for a failed bank's customers.

Often the FDIC and these acquiring institutions use larger property preservation companies to handle maintenance of the failed bank's real estate assets. But these big property preservation companies are, in many cases, simply taking too long to handle all the requests for foreclosure cleanup work because they are overwhelmed with the number of properties. These larger companies are increasingly behind on inspections, appraisals, yard maintenance, cleanup and the like.

That's good news for the smaller foreclosure cleanup company that has its ducks in a row: proper registration, license and insurance.

Where to Find Failed Banks To find failed banks in your area (with complete contact info for the acquiring banks), visit this website and follow these steps:
  1. Visit website: http://www.fdic.gov/bank/individual/failed/banklist.html.

  2. For example purposes, click on the First State Bank in Flagstaff, Arizona(as of this newsletter writing, it is the 4th bank down on the list. The bank's name is an actual hyperlink and will take you to the failed bank's info page).

  3. Then, click on "XII. First State Bank Contact Information." This is also a hyperlink and will take you to the contact info for First State Bank. But, remember, First State Bank is out of business, so we want to know who the acquiring institution is. So...

  4. When you get to the contact info page (from Step 3 above) of First State Bank, click on "1. ACQUIRING INSTITUTION(S)." This link will give you the contact info for the acquiring institution. We're almost there. If you see an 800 number, which is often the case, you may want to ignore it and simply send a mailer to the acquiring institution's street address, which will be listed. An 800 # may get you Customer Service, which may be of no help, but at least you will have a street address to which you can mail correspondence.

  5. To get to the meat of what you really want, scroll down that same page a bit until you get to Real Estate Owned (or scroll back up the page and click on Real Estate Owned, which will take you to the Real Estate Owned Contractor). This section will usually have a real person's contact name, phone, fax, and/or email. BINGO! This is what you want. Call them and ask them if you can send them some info about your company. Tell them what you do and how you can begin helping the acquiring bank immediately with their foreclosure cleanup needs.
In some instances you will not readily see the acquiring bank's information, but poke around the website a little and find what you need.
